Description
The Health Resources and Services Administration (HRSA) is accepting applications for the fiscal year 2025 Ryan White HIV/AIDS Program Part B States/Territories Supplemental Grant Program. This funding opportunity supplements the existing formula-based funding provided under the Ryan White HIV/AIDS Program (RWHAP) Part B and the AIDS Drug Assistance Program (ADAP). The purpose of this program is to enhance access to comprehensive HIV care and treatment services for low-income individuals living with HIV by addressing unmet needs, increasing access to core medical and support services, and improving health outcomes, including viral suppression.
Eligible applicants for this grant include state governments, the District of Columbia, domestic territories, and the Freely Associated States. However, any state or territory that had an unobligated balance of more than five percent of a prior year’s formula funds is ineligible to apply. The funding is intended to support activities such as core medical services, ADAP resources, and strategies to address emerging health disparities in HIV care. Applicants must demonstrate a clear need for supplemental funding, backed by quantifiable data, and must ensure that proposed activities align with national public health strategies, such as the National HIV/AIDS Strategy and the Ending the HIV Epidemic in the U.S. (EHE) initiative.
The total available funding for fiscal year 2025 is $48 million, with up to 30 awards expected. Each award may be up to $9 million per year, and the funding period extends from September 30, 2025, to September 29, 2026. The final award amounts will depend on demonstrated need and availability of federal appropriations. There is no cost-sharing or matching requirement for this program.
Applications must be submitted electronically through Grants.gov by March 18, 2025, at 11:59 p.m. Eastern Time. The application process includes multiple components, including a project abstract, narrative, budget narrative, and supporting attachments such as epidemiological data snapshots and organizational capacity information. The selection process for this grant includes an initial eligibility review followed by a merit review based on six evaluation criteria: need (45 points), response (20 points), performance reporting and evaluation (10 points), impact (10 points), resources and capabilities (5 points), and support requested (10 points). HRSA will prioritize applications demonstrating a high level of need, including areas with high HIV prevalence, significant disparities, and reduced RWHAP Part B funding compared to 2006 levels.
