The PARD (Parks and Recreation Development) grant program is a non-competitive, reimbursable grant designed for local government and special purpose district entities that provide recreational opportunities within counties. Grants are awarded on a project-by-project basis.
How It Works:
Reimbursement Rate: The program reimburses 80% of eligible project costs.
Match Requirement: To calculate the match, multiply the grant award amount by 1.25.
Example Calculation:
Grant Award: $5,000
Required Match: $5,000 x 1.25 = $6,250 (total project cost)
Reimbursement Amount: $6,250 x 80% = $5,000
Use of Funds: Grants must be used for permanent or semi-permanent improvements to public park and recreation facilities.
Endorsement Requirement: Each application must have the endorsement of county legislative delegation members whose combined weight factor exceeds 50%.

Projects need the endorsement of a majority weighted vote factor of County Legislative Delegation members. Eligible entities are notified of new allocation amounts each July.
