Recycling and Waste Diversion Grant Program 2025

The County of Kaua‘i's Solid Waste Division is offering a Recycling and Waste Diversion Grant Program for Fiscal Year 2025. This grant program supports initiatives aligned with the County’s most recent Integrated Solid Waste Management Plan Update. With a total of $40,000 in available funds, the County aims to support innovative waste diversion and recycling projects that contribute to environmental sustainability on the island of Kaua‘i. The program specifically targets 501(c)(3) nonprofit organizations and utilizes a competitive application and evaluation process.
The goal of this program is to encourage projects that enhance landfill diversion efforts, promote sustainable waste practices, and work toward self-sufficiency. Eligible project types include food waste composting, plastic reuse and upcycling initiatives, and other solid waste diversion programs that directly contribute to the island's recycling objectives. Projects must demonstrate clear alignment with the program goals and must be feasible, impactful, and measurable in terms of their waste diversion potential.
Applications are assessed by a Selection Committee from the Department of Public Works based on a robust evaluation framework totaling 30 points. Projects are scored on five main criteria: project strength and planning, projected waste diversion impact, success measurability, organizational experience, and budget feasibility. A minimum score of 15 is required for eligibility. Awards may be made in full or partially, depending on the ranking and available funding, and scope revisions may be required based on mutual agreement.
Funding will be distributed in two parts: 80% upon project approval and 20% upon completion of the project and submission of a final report. Grant recipients must also comply with the County of Kaua‘i’s General Terms and Conditions, and all contractors are prohibited from making campaign contributions during the grant term under Hawaii Revised Statutes Section 11-355.
To apply, interested nonprofits must complete the official grant application form and either email it to kaki@kauai.gov or mail it to the Solid Waste Division, addressed to Keola Aki at the Public Works Department.
