Description

The Energy and Mineral Impact Assistance Fund (EIAF) program aims to assist political subdivisions that are socially and/or economically impacted by the development, processing, or energy conversion of minerals and mineral fuels. The program is funded through the state severance tax on energy and mineral production and a portion of the state’s share of royalties from federally owned land. The Department of Local Affairs (DOLA) administers the program, focusing on supporting rural local governments with financial and technical resources to promote sustainable community development. Successful applications must demonstrate project need, community priority, local commitment, readiness to start, and financial need. Various grant types are available, including Administrative Planning Grants, Tier I, II, and III Grants, Emergency Grants, Supplemental Grants, and Loans, each with specific eligibility criteria and funding limits.
