Description

The Bureau of Justice Assistance Fiscal Year 2025 Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) provides funding to support community-driven responses to the opioid and substance use crisis. The program is designed to reduce overdose deaths, promote public safety, and address the impacts of substance use disorders (SUDs) on individuals and communities. It emphasizes collaboration among law enforcement, public health agencies, treatment providers, and other stakeholders.

Eligible applicants include state, local, and tribal governments, as well as non-profit organizations and institutions of higher education. Funding is available across multiple categories to support a wide range of activities, including implementing evidence-based prevention strategies, enhancing access to treatment and recovery services, improving data collection, and increasing community outreach. The program also focuses on addressing substance use challenges within the justice system, such as diversion programs and alternatives to incarceration.

Applicants must submit proposals that include a detailed project narrative, budget and budget justification, and performance measures. Applications should clearly outline the problem to be addressed, the proposed activities, expected outcomes, and a timeline for implementation.
