The Secretary of Agriculture and the program's Board work collaboratively with state, federal agencies, or other beneficial organizations to administer these funds. Annually, requests for proposals are distributed through the Pennsylvania State System of Higher Education (PASSHE) in November, with awards determined at the Mid-Atlantic Fruit and Vegetable Convention typically held in late January or early February. Producers are assessed $10.00 per planted acre, directing these funds toward research that benefits Pennsylvania potato production.
