Wisconsin Federal Formula Grant Program for Rural Areas

State
Wisconsin Department of Transportation (WisDOT)

This grant provides funding to rural public transit providers in Wisconsin to improve and maintain essential transportation services for residents in non-urbanized areas.

Description

The Federal Formula Grant Program for Rural Areas, also referred to as Section 5311, provides funding for public transportation services in non-urbanized areas with populations under 50,000. The program supports both capital and operating expenses for public transit systems, such as buses and shared-ride taxi services, that serve rural residents. In Wisconsin, 49 transit systems currently receive these funds, enabling them to provide essential transportation services for residents in these areas.

The purpose of Section 5311 is to ensure accessible, reliable, and affordable public transportation in rural areas. By addressing the unique challenges faced by non-urbanized regions, the program helps connect residents to jobs, healthcare, education, and other critical services. The grant promotes equitable access to transportation while fostering economic and social opportunities for individuals in rural communities.

Funding under Section 5311 is distributed through a statewide formula that combines allocations from multiple programs, including the Federal Formula Grant Program for Rural Areas, the State Urban Mass Transit Operating Assistance Program, and Federal Formula programs for Urban Areas. On average, approximately half of the total annual operating expenses for Wisconsin's transit systems are reimbursed through a combination of state and federal grants, with Section 5311 forming a critical part of this support.

Eligible applicants for Section 5311 funds include rural public transit providers, such as local governments, transit authorities, and nonprofit organizations operating in non-urbanized areas. The program prioritizes systems that provide regularly scheduled transportation services to residents in these regions. Funds can be used for capital projects, vehicle purchases, operating costs, and other activities that maintain or enhance public transit services.

Applications for Section 5311 funding are managed annually through the Wisconsin Department of Transportation's (WisDOT) Public Transit Assistance Program (PTAP). Interested applicants must submit their requests via WisDOT’s BlackCat Grant Management System, typically in the fall. Specific application questions and requirements can be accessed through this online system when the application window opens.

Evaluation criteria for the program include compliance with federal and state regulations, demonstrated need for public transit services in rural areas, and the financial and operational capacity of the applicant to manage the funds effectively. Applications are reviewed to ensure alignment with program goals and priorities, including expanding access and improving service quality for rural residents.

For the upcoming funding cycle, applicants are encouraged to monitor the WisDOT BlackCat system for application deadlines and related updates.
