Description

The City of Rockville offers the Community Empowerment Matching Grant to support projects that enhance neighborhood vitality, inclusivity, and livability. This competitive grant program encourages neighbors and organizations to collaborate on community improvement initiatives by matching city funding with cash, in-kind donations, and volunteer hours. Grants typically range from $500 to $1,000 and are available to groups within Rockville city limits.

Applications for the grant open on November 4, 2024, and must be submitted by January 17, 2025, at 11:59 p.m. Successful applicants will be notified by February 14, 2025. Projects funded through this program must be completed, and all funds used, by December 14, 2025. Recipients are required to submit a final report, including receipts, a summary of project outcomes, and at least two visual items (such as photos or printed materials), by December 18, 2025.

The program supports three primary objectives: building community, community improvement projects, and livability initiatives. Eligible uses of funds include organizing cultural events, improving shared spaces, or providing educational and outreach opportunities. Collaborations between neighborhoods or community groups are encouraged, and bonus points are awarded for such joint efforts.

Eligible applicants must designate one individual to manage the grant and consist of at least three members. Groups such as neighborhood or homeowners’ associations, civic groups, or informal neighborhood collaborations may apply. If applying on behalf of an established organization, documentation of representation is required.

The application process involves completing a budget worksheet and an online application through the city’s grant portal. Applicants without a Tax ID may use "11-1111111." The portal offers multilingual options to ensure accessibility. Once approved, grant funds must be used exclusively for the proposed project, and unused funds must be returned to the City of Rockville.
