Description
The U-MIND NOFO from USAID is designed to establish a comprehensive and evidence-based mental health system in Ukraine to address immediate, medium, and long-term needs while enhancing the population’s well-being and supporting economic recovery. The initiative aims to improve the accessibility and quality of mental health care services, develop workforce competencies, strengthen enabling environments through policy enhancements, and contribute to the evidence base for effective mental health interventions. By focusing on resilience, social cohesion, and economic productivity, the program seeks to foster sustainable development in Ukraine.
The funding scope includes up to $50 million for a five-year period, subject to availability. Eligible organizations must demonstrate the capability to meet program objectives and compliance with USAID standards. Applications are open to non-governmental entities, including faith-based and international organizations, but not to individuals or government entities. Concept papers are a required first step in the application process and will undergo a merit review before full applications are solicited from selected candidates.
The program emphasizes creating a holistic and decentralized mental health care system that integrates community-based and outpatient services. Key challenges to be addressed include limited access to mental health care, workforce capacity deficits, and weak regulatory frameworks. Efforts will focus on building sustainable and scalable solutions, including stigma reduction campaigns, training for non-specialist and specialist providers, and innovative partnerships with private sector actors. Coordination with the Government of Ukraine, local authorities, and international donors will be critical to the program's success.
Applications must include a detailed implementation plan with clearly defined objectives, an adaptive management strategy, and a monitoring and evaluation framework. The program encourages locally led development approaches, emphasizing cultural relevance and stakeholder involvement. Addressing gender equality and social inclusion is integral, with targeted strategies to meet the needs of marginalized groups, veterans, and populations affected by the ongoing conflict.
Applicants must ensure compliance with pre-award requirements, including registration in the System for Award Management (SAM) and obtaining a Unique Entity Identifier (UEI). The application process is divided into two phases: an initial concept paper submission and, for selected applicants, a comprehensive technical and financial proposal. The evaluation will consider the feasibility of the proposed approach, institutional capacity, and alignment with program goals.
The program includes robust reporting and performance management requirements, including quarterly and annual performance reports, detailed monitoring and evaluation plans, and alignment with USAID’s performance indicators. Successful applicants must demonstrate the ability to adapt to changing contexts, collaborate with diverse stakeholders, and integrate sustainable practices to ensure the longevity of program impacts beyond the funding period.
