Description

The William Penn Foundation (WPF) is seeking proposals for its Increasing Voter Participation initiative, aimed at fostering greater civic engagement in Pennsylvania, particularly among underrepresented groups. This RFP focuses on increasing voter turnout in the 2031 Philadelphia general election and narrowing the racial gap in voter participation during the 2032 presidential election. Proposals should focus on nonpartisan strategies, including outreach, voter education, advocacy, research, and communications. Voter registration activities are not eligible for funding under this initiative.

WPF encourages diverse approaches that engage historically marginalized communities, including young voters, people of color, naturalized citizens, low-income individuals, and those with limited educational attainment. The most competitive proposals will demonstrate meaningful engagement with these populations, prioritize equity and inclusion, and highlight clear plans for implementation and evaluation. Applicants may request funding for 20-month projects, covering activities from May 2025 to December 2026.

A total of $2.5 million has been allocated for this RFP, with at least half reserved for organizations with annual budgets under $2 million or led by individuals from historically excluded groups. Partnerships between organizations are encouraged to leverage complementary resources and expertise. All proposals must include a defined target population, a clear geographic focus, and evidence of prior successful community engagement.

The application process includes a written proposal and, for selected organizations, a two-hour site visit to showcase project staff, implementation sites, and community impact. Applications are due by January 31, 2025, via WPF's online submission system. WPF will notify selected applicants by February 14, 2025, with site visits conducted between February 17 and March 7, 2025. Final funding decisions will be announced in April 2025, with projects beginning in May 2025.
