Reducing Industrial Sector Emissions in Pennsylvania (RISE PA) is a $396 million statewide grant initiative administered by the Pennsylvania Department of Environmental Protection (DEP) and funded through the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants under the Inflation Reduction Act of 2022. The program targets the industrial sector, which is the largest emitter of greenhouse gases (GHGs) in Pennsylvania, contributing over 30% of total emissions. The goal is to reduce more than 8 million metric tons of GHG emissions by 2050 through decarbonization projects at industrial facilities across the state.

The program supports three award tracks—Small-scale (SAT), Medium-scale (MAT), and Large-scale (LAT)—with specific eligibility and funding parameters. Projects must involve decarbonization efforts such as electrification, energy efficiency, use of low-carbon fuels, on-site renewable energy, carbon capture, and reducing fugitive emissions. Each track has defined ranges for project costs and required cost shares. SAT supports projects with costs between $50,000 and $1 million and offers 50% cost coverage. MAT and LAT cover 30% of project costs for budgets ranging from $1 million to $66.7 million (MAT) and up to $367 million (LAT), with maximum awards capped at $20 million and $110 million, respectively.

Eligible applicants include small- or medium-sized manufacturers, energy service companies, industrial landlords, and various industrial facility operators. Projects must be located in Pennsylvania and not mandated by existing compliance regulations. Additional bonuses are available for projects meeting specific criteria related to community benefits, fair labor practices, and higher-than-required emissions reductions. These bonuses can total up to an additional 30% of project cost.

Applications for MAT and LAT must be submitted through the DCED Electronic Single Application System, while SAT applications are managed by PennTAP. Key submission requirements include detailed descriptions of project viability, emissions reduction, workforce impacts, community benefits, and financial commitments. Applicants must also provide a Unique Entity Identifier (UEI) and be registered in the System for Award Management (SAM).

The application deadline for the current MAT and LAT funding opportunity is August 29, 2025, at 11:59 p.m. RISE PA will accept applications in multiple rounds annually until all funds are obligated, with the program anticipated to close by late 2029. Evaluation criteria include technical feasibility, emissions impact, community engagement, workforce development, and alignment with federal equity goals.
