Promotion of Culture and Tourism in Oregon
This grant provides funding to nonprofit organizations and community groups for marketing, operational support, and events that promote culture and tourism in Salem, Oregon.
Description
The Grants for Promotion of Culture and Tourism in Salem provide funding for marketing, promotion, and operational support for the city’s historic and cultural facilities, tourist attractions, and special events. These grants are funded through the revenue from Salem's transient occupancy tax (TOT), a tax levied on hotel and temporary lodging rentals. The program supports projects that enhance urban beautification, improve major tourist attractions, or promote tourism activities such as conventions and conferences. The Cultural and Tourism Promotion Advisory Board advises on fund allocation, while final decisions are made by the Salem City Council.
For the fiscal year 2025-26, grant applications will be available starting October 10, 2024, with a submission deadline of November 18, 2024. To qualify, most applicants must be nonprofit organizations recognized under section 501(c)(3), 501(c)(4), or 501(c)(6) of the Internal Revenue Code, with documentation of their tax-exempt status provided at the time of application. However, smaller grants of up to $2,000 are also accessible to organizations not currently registered as 501(c) nonprofits, provided they aim to promote cultural or community events within Salem.
The grant program supports different types of projects, including capital improvements, facility operations, and specific events or projects. Grants for events are categorized as small (up to $2,000) or large (up to $10,000), with larger amounts reserved for nonprofit 501(c) organizations. To be eligible for funding, events must be open to the public, take place within Salem’s city limits, and be scheduled within the fiscal year running from July 1 to June 30.
Applicants must attend a mandatory Transient Occupancy Tax Grant Orientation meeting to be considered for funding. For the 2024 grant cycle, these meetings are scheduled for October 8 and October 10 and will be held via Zoom. Participants need to request the meeting link in advance via email. The orientation is critical for understanding the application process, requirements, and expectations.
All applications must include required documentation such as a project budget and, where applicable, an audit report. Missing documents may result in disqualification. Applicants are encouraged to carefully review the application manual and follow the checklist to ensure completeness. The online application forms accommodate various grant types, including capital projects, facility operations, and events, with distinct forms for 501(c) and non-501(c) organizations.
Overall, the grants aim to strengthen Salem’s cultural and tourism sectors by funding projects that attract visitors and improve the city's historic and cultural landscape, enhancing its appeal as a destination.
