The City of Corvallis has issued Requests for Proposals (RFPs) for projects eligible for funding under the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs, both supported by the U.S. Department of Housing and Urban Development (HUD). These programs provide funding for initiatives focused on housing and community development, targeting low-income residents of Corvallis. Funding for fiscal year 2025-2026 is estimated based on prior allocations, with $450,000 available for CDBG Capital Projects and $250,000 for HOME Capital Projects. Exact amounts will be confirmed once HUD releases official funding allocations, with funds expected to be available after July 1, 2025.
Eligible projects may include affordable housing construction, rehabilitation, acquisition, public facility development, and related infrastructure improvements. The city uses a two-step application process, beginning with a required project checklist that outlines the proposed use of funds. These checklists for CDBG and HOME Capital Projects are due by December 20, 2024, at 12:00 PM (noon). Applicants should read the RFPs thoroughly and complete only one checklist per proposal request. Full applications will follow this initial step.
To assist prospective applicants, a question-and-answer period will run from December 2, 2024, to December 11, 2024. Questions must be submitted to housing@corvallisoregon.gov during this time. Responses will be posted online by December 13, 2024. Additional resources, such as the CDBG and HOME Applicant Handbooks, Consolidated Plan, and Community Participation Plan, are available on the City of Corvallis website to guide applicants.
The city emphasizes compliance with federal, state, and local regulations, including fair housing laws and requirements for grantees to utilize the Coordinated Entry Priorities List for housing projects. This ensures that funding serves individuals experiencing homelessness in accordance with data from the Homeless Management Information System (HMIS). Relevant training and adherence to data accuracy standards are required for grantees involved in shelter or supportive housing projects.
A public comment period for the FY 25-26 Annual Action Plan will run from November 2, 2024, to December 2, 2024, culminating in a public hearing on December 2 at 6:00 PM. Comments can be submitted in writing or verbally, either at the hearing or through other channels provided by the city. This process allows community input on housing and community development priorities.
The RFP process for CDBG Human Services funding will open on January 6, 2025, with applications available on the city’s website. Applicants are advised to monitor the website for updates, potential addenda to the RFPs, and additional resources.
