This grant provides funding for projects that strengthen U.S.-Kyrgyz ties through initiatives in economic growth, governance, education, and environmental protection, particularly in rural or underserved communities.

Description

The U.S. Embassy Bishkek, through its Public Diplomacy Section (PDS), invites Statements of Interest (SOIs) for its Annual Program Statement (APS) to strengthen ties between the United States and the Kyrgyz Republic. The APS funds initiatives that promote shared values, bilateral cooperation, and engagement with American elements such as U.S. experts or educational resources. The first step in the application process is submitting an SOI to outline the project concept and its alignment with program goals. Selected applicants will then be invited to submit a full proposal.

Grants range from $5,000 to $80,000, with projects expected to last between 6 to 12 months. Priority areas include fostering inclusive economic growth, accountable governance, English language education, climate change resilience, and combating transnational threats. Proposed activities must have an American element and are encouraged to focus on rural or underserved communities. Projects aimed at creative and cultural exchanges, economic empowerment, media literacy, and environmental protection are particularly valued. The deadline for SOI submissions is August 15, 2025.

Eligible applicants include registered Kyrgyz organizations, U.S. NGOs, educational institutions, and individuals partnering with Kyrgyz entities. SOIs must include a concise description of the project, its objectives, activities, and expected results. A draft budget must also be provided. All applications must be in English and budgets must be in U.S. dollars. Shortlisted applicants will be invited to develop their ideas into full proposals, which will undergo a second round of review.

Applications are evaluated on project feasibility, organizational capacity, alignment with program priorities, and budget realism. Selected projects must demonstrate a clear understanding of the issues they aim to address and provide measurable outcomes. Post-award requirements include regular financial and performance reporting. Costs for direct social services, partisan political activities, and construction are ineligible.
