The U.S. Embassy Kyiv’s Office of the Assistance Coordinator is announcing the twelfth round of the Development Cooperation Partnership (DCP) Program. This program aims to foster foreign assistance partnerships with 11 eligible partner donor governments (PDGs) in Central and Eastern Europe. It is designed to support Ukraine’s aspirations for European integration, democratic transformation, peace, and security by strengthening resilience across various sectors. The program focuses on areas including energy and cyber security, access to Western markets, democratic consolidation, and societal resilience.
The purpose of the DCP program is to enhance cooperation and partnerships that align with Ukraine’s strategic goals. Specifically, the initiative seeks to address key challenges Ukraine faces, including strengthening democratic institutions, bolstering economic and energy independence, and ensuring societal stability in a time of transformation. By partnering with organizations across multiple sectors, the program aims to create sustainable and impactful projects that advance Ukraine's progress toward European standards and greater resilience.
The program will provide up to $1,000,000 in total funding, with an anticipated 10 awards. Individual awards will range from $25,000 to $250,000. Eligible applicants include not-for-profit organizations, think tanks, civil society or non-governmental organizations, public and private educational institutions, research institutions, public international organizations, and governmental institutions. Cost sharing or matching is required for selected projects, encouraging additional resource commitments from applicants.
Applications must address the funding priorities and objectives outlined in the Notice of Funding Opportunity (NOFO). Proposals should focus on measurable outcomes in areas such as energy security, cyber security, economic development, democratic resilience, and societal protection. Applicants are expected to outline a clear implementation plan, partnerships, and project goals, with strong emphasis on alignment with Ukraine’s strategic development needs.
The closing date for applications is February 13, 2025, and all proposals must be submitted by this deadline for consideration.
