The Lacey Neighborhood Matching Grant Program (LNGP) is an initiative established by the Lacey City Council to support neighborhood activities that enhance community pride, promote civic engagement, and contribute to the beautification of neighborhoods within the city limits. The City Council has allocated $60,000 in funding to this program, allowing formally recognized homeowners associations (HOAs) and informal neighborhood groups to apply for financial assistance for eligible projects. The program aims to strengthen local communities by encouraging collaboration among residents and fostering a shared sense of ownership in their neighborhoods.

The LNGP funds projects across five primary categories: Safe Neighborhoods and Community Emergency Response Team Organization (CERT), Environmental Sustainability and Resiliency, Neighborhood Beautification, Board Education and Organizational Development, and Compassion projects. Examples of eligible projects include improved lighting for safety, tree planting, water-wise landscaping, community gardens, and board member education workshops. The program encourages innovative approaches within these categories, provided the projects align with city regulations and non-discrimination policies.

To be eligible, applicants must be a formally recognized HOA or an informal neighborhood group within the Lacey city limits. Informal neighborhoods must establish a project team of at least five individuals who reside in the neighborhood and take responsibility for implementing the project. Projects must be non-profit in nature, offer direct and lasting benefits to the community, and comply with all city regulations. The program does not fund routine or recurring maintenance, individual property improvements, previously funded projects, or initiatives that promote political or religious agendas.

Grant awards cover up to 50% of the total project cost, with a maximum funding amount of $2,500. Applicants must provide a dollar-for-dollar match, which can include adult volunteer hours, donated materials, or in-kind professional services. Volunteer hours are valued at the Independent Sector’s rate, which for 2025 is set at $31.80 per hour. Donated materials and professional services must be documented at retail and market rates, respectively. All grantees must submit supporting documentation for all expenditures, including original receipts.

Applications for the 2025 grant cycle open on January 6, 2025, with a submission deadline of March 31, 2025. Award notifications will be issued between April 28 and May 2, 2025. All funded projects must be completed by December 31, 2025. If a project is not completed within the calendar year and no funds have been used, the applicant will be ineligible for the following year’s program unless an exception is granted by the city.

Applications are reviewed by a panel of city staff representing Communications, Community Development, and Parks Maintenance. Approved projects require a written agreement with the city, detailing the scope of work, project timeline, reimbursement guidelines, and proof of insurance.
