This funding opportunity supports youth and veterans in engaging with conservation projects on public lands, providing them with vocational training and hands-on experience while promoting equity and environmental stewardship.

Description

The U.S. Fish and Wildlife Service (FWS) is offering funding through the "Youth Engagement, Education, and Employment" program under the Public Lands Corps Act. This initiative aims to engage youth and veterans in conservation projects, enhance their skills, and promote careers in natural resource management. The program supports diverse opportunities, including field-based internships, conservation projects, and educational experiences designed to foster a deeper connection to public lands and conservation work.

The total funding available for this program is $28 million, with award amounts ranging from $5,000 to $2 million. Approximately 375 awards are expected. Eligible applicants include state and local governments, higher education institutions, Native American tribal entities, and nonprofit organizations. Organizations must be designated as official members of the FWS Youth Corps to participate. A 25% cost-sharing requirement applies to most awards, although specific exemptions exist for certain programs under the Fish and Wildlife Act.

Projects must address conservation or restoration goals, enhance public understanding and appreciation of natural and cultural resources, and provide professional training for participants. Examples include habitat restoration, public education, climate resilience projects, and skills training for future conservation professionals. Programs under this NOFO include the Public Lands Transportation Fellows Program, Youth Conservation Corps, Career Discovery Internship Program, and the Directorate Fellows Program, among others.

Applications must be submitted through GrantSolutions and include the SF-424 forms, a detailed project narrative, and a budget narrative outlining costs and matching contributions. Proposals should detail the conservation goals, participant training plans, and the project's public benefits. Applicants must also demonstrate compliance with environmental regulations, including the National Environmental Policy Act and the Endangered Species Act, as applicable.

Applications are due by September 1, 2024. Proposals will be evaluated on technical merit, alignment with program goals, and potential to address Justice40 priorities, including benefiting underserved communities. The evaluation process includes a review of cost reasonableness, past performance, and organizational capacity.

Award notifications will be sent via email through GrantSolutions. Recipients must comply with reporting requirements, including financial and performance reports. FWS emphasizes using American-made materials and compliance with federal and environmental policies. Interested applicants should consult with a local FWS office before submitting an application and may contact Patrick Schulze (patrick_schulze@fws.gov) or Brianna Amingwa (fwhqnwrsfa@fws.gov) for further guidance.
