The Request for Information (RFI) for Risk Communication and Community Engagement in Global Health Security (GHS) is issued by the United States Agency for International Development (USAID) in Tajikistan. This RFI is designed to collect information from organizations with relevant expertise in risk communications and community engagement (RCCE) as it pertains to global health security in Tajikistan. USAID is seeking to understand the availability, interest, and capacities of entities that may support a future GHS-focused activity in Tajikistan. This RFI is not a funding opportunity; it is for informational and planning purposes only. No applications or awards will be made at this stage, and interested parties are encouraged to submit expressions of interest.
USAID’s Global Health Security program addresses public health risks that cross borders by preventing, detecting, and responding to health emergencies. Specifically, USAID Tajikistan seeks to strengthen health security through the "One Health" approach, which integrates human, animal, and environmental health. The 2019 Joint External Evaluation (JEE) identified weaknesses in Tajikistan's health security systems, including surveillance, laboratory capacity, infection prevention, and RCCE. This activity is anticipated to focus on RCCE, aiming to strengthen public health communication networks, enhance community awareness, and improve preparedness during health crises.
The key areas of focus include developing community-centered risk communication strategies, strengthening networks for public health engagement, collaborating with religious leaders for health advocacy, supporting health and emergency communication infrastructure, and building local capacity to manage health risks. USAID is particularly interested in submissions from organizations that have experience in risk communication, community engagement during health emergencies, and partnerships with local entities such as government, civil society, health organizations, and religious leaders in Tajikistan.
Interested organizations are asked to respond to specific questions about their capabilities and experiences. Submissions should address the organization’s expertise in RCCE, their experience working in Tajikistan, language capabilities, past involvement in health communication activities, and any previous partnerships with USAID or U.S. government entities. Organizations do not need to respond to all questions and should limit submissions to **7 pages** in Word, PDF, or email text format.
The submission deadline for this RFI is January 10, 2025. Responses must be submitted electronically to Denis Arvanitidi at darvanitidi@usaid.gov and Kinsy Hood at khood@usaid.gov with the subject line: *72011925RFI00001 – Risk Communication and Community Engagement in Global Health Security*. Responses can be submitted in English, Russian, or Tajik. Organizations will not receive individual feedback, and USAID will not reimburse costs incurred in preparing responses.
