Ryan White Part B
This program provides funding to organizations in Ohio to deliver essential medical and support services to individuals living with HIV, ensuring they have access to quality care and resources.
Description
The Ryan White HIV/AIDS Program Part B, administered by the Ohio Department of Health (ODH), offers comprehensive services to Ohioans living with HIV. The program aims to enhance health outcomes and ensure access to quality care for eligible individuals. To qualify, applicants must have a confirmed HIV-positive diagnosis, reside in Ohio, and have a gross income at or below 500% of the federal poverty level. Services provided encompass medical, dental, mental health care, benefit navigation, peer navigation, and case management.
In the fiscal year 2025 (FY25) solicitation, ODH outlined funding opportunities for various services. Up to five grants were available for Medical Case Management, each potentially receiving up to $7,000,000. Similarly, up to five grants for Non-Medical Case Management could each receive up to $5,500,000. Additional funding opportunities included up to five grants of $1,500,000 each for Referral Services (Benefit Navigators) and Health Education/Risk Reduction (Peer Navigators). Applicants seeking funds for Medical or Non-Medical Case Management were also eligible for up to $200,000 for medical transportation and up to $50,000 for linguistic services. Furthermore, each subrecipient could receive up to $100,000 for Emergency Financial Assistance services.
Eligible applicants for these grants included entities capable of delivering the specified services to people living with HIV in Ohio. The program emphasized the importance of linking clients with case management agencies to facilitate enrollment and re-enrollment in Ohio’s Ryan White Part B HIV Client Services Program. This approach ensures that services are utilized as a last resort, covering costs not addressed by insurance or other community resources.
The application process required detailed program narratives, work plans, and budget narratives. Applicants were expected to outline their objectives, goals, and budgetary requirements within these documents. Specific formatting requirements for attachments were also stipulated to ensure clarity and consistency across submissions.
