Description

The Wisconsin Fast Forward Industry Sectors Worker Training Grants program offers employer-led grants to develop and implement business-specific skills training programs. Administered by the Office of Skills Development within the Wisconsin Department of Workforce Development, this initiative aims to address the workforce needs of the state while fostering economic growth. The grant focuses on unemployed, underemployed, and incumbent workers, with training programs designed to provide transferrable skills, industry-recognized credentials, and sustainable wage growth. Grants also emphasize collaboration between employers, workforce development organizations, and educational institutions.

Grants awarded range from $5,000 to $400,000, with consortium applicants potentially eligible for more funding. Training projects must include courses lasting no longer than 12 months, with the entire grant period capped at two years. Successful applicants must meet outcomes such as an 85% training completion rate, 75% wage increases for participants, 65% employment placement, and 75% receipt of credentials where applicable. Funding decisions depend on the availability of funds under Wisconsin statutes.

Eligible applicants include public agencies, private organizations, and consortia of placement partners, with specific requirements for financial viability and compliance with state and federal regulations. Special consideration is given to programs serving vulnerable populations, including economically disadvantaged individuals, people with disabilities, and veterans. Proposals must address employer needs for skilled workers without duplicating existing or routine training.

Applicants must secure a 50% cash or in-kind match for grant funds and document these commitments through letters from participating employers and partners. Grantees are required to report quarterly on training outcomes and provide final deliverables. Soft skills training costs are capped at 15%, and funds cannot be used for capital equipment, trainee wages, or real estate.

Applications are due by March 11, 2025, at 3:00 PM CST via the WFF Online Grant Application System. Notification of selections is anticipated by April 24, 2025, with contracts expected to begin by May 8, 2025.
