This funding opportunity provides financial support to accredited dental schools and education programs in the U.S. to help cover the costs of providing oral health care to low-income individuals living with HIV.

Description

The Ryan White HIV/AIDS Program Part F Dental Reimbursement Program (DRP) is a funding opportunity administered by the Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB), Division of Community HIV/AIDS Programs (DCHAP). The program aims to reimburse accredited domestic dental schools and other accredited dental education programs for costs incurred in providing uncompensated or partially uncompensated oral health care to low-income people with HIV. Funding is allocated based on the number of patients served and the amount of unreimbursed oral health care costs reported by each applicant.

This funding opportunity is open exclusively to accredited domestic dental schools and other accredited domestic dental education programs, including those housed within universities, hospitals with accredited dental programs, and institutions offering postdoctoral dental training in various specialties. All dental education programs must be accredited by the Commission on Dental Accreditation (CODA). The grant is not available to individuals or non-dental organizations.

The total available funding for FY 2025 is $9,300,000, with an expected 50 awards distributed based on a single seven-month budget period from September 1, 2025, to March 31, 2026. The program does not specify fixed award amounts, as funding is calculated based on actual unreimbursed dental care costs reported by eligible institutions. There are no cost-sharing or matching requirements for applicants.

The application deadline is March 18, 2025, at 11:59 PM Eastern Time, and submissions must be completed via Grants.gov. Applications that do not include the required Dental Services Report (DSR) and verified unreimbursed dental care cost information will be deemed ineligible. Additionally, applicants are limited to one submission per institution. The expected award announcement date is September 1, 2025.

Applicants are required to maintain and submit documentation of prior-year expenditures for oral health care services, ensuring that federal funds supplement, rather than replace, existing state and institutional funding. Eligible expenditures include direct patient care and training programs for dental students, residents, and providers focused on treating people with HIV. However, funds cannot be used for clinical research, housing, cash assistance, foreign travel, capital expenditures (such as new buildings or renovations), or reimbursement for services covered by other third-party payers.

The program aligns with national public health strategies, including Healthy People 2030, the National HIV/AIDS Strategy (NHAS), and the Ending the HIV Epidemic (EHE) initiative. HRSA encourages the use of integrated data-sharing practices, HIV care continuum strategies, and performance measurement tools to enhance patient outcomes and ensure the program’s effectiveness.
