Description

The Office of Addiction Services and Supports (OASAS) is accepting applications for the Recovery Residences Request for Applications – SETT 24029. This funding opportunity is designed to provide financial support to Recovery Residences that have received contingent certification from OASAS. The goal is to enhance operations and improve services within these certified programs. Recovery Residences offer a non-clinical, supportive environment for individuals in recovery from substance use disorders, integrating community-based living, peer support, and a recovery-oriented system of care.

The purpose of this funding is to expand the continuum of care available in New York State, increase access to supportive housing, and improve recovery outcomes. By providing funds, OASAS aims to enhance the stability and sustainability of Recovery Residences, leading to improved quality of life, reduced substance use, lower criminal justice involvement, and higher employment rates among residents. The funding is intended to support newly certified Recovery Residences that meet OASAS’s certification and operational standards.

Approximately $5 million in funding is available through Opioid Settlement Funds. Funds will be distributed on a first-come, first-served basis throughout New York State until the total allocation is exhausted. Each provider may apply for funding for up to three Recovery Residences, with a maximum award of $75,000 per residence, for a total possible award of $225,000 per provider. These funds are meant to enhance existing Recovery Residences, not to facilitate the certification process. The contract period for awarded applicants will be 18 months, beginning approximately 90 days after the award letter is issued.

Eligible applicants must be nonprofit organizations that have received contingent certification approval from OASAS. Additionally, applicants must be registered and prequalified in the New York State Financial System (SFS), have a current Vendor Responsibility Questionnaire, be registered with the Attorney General’s Charities Bureau, and meet other state regulatory requirements. The application process requires the submission of a completed and signed funding application, a program budget form, a conflict-of-interest statement, various certifications, and proof of contingent certification for each residence.

Applications will be accepted until 4:00 PM on July 31, 2025, with awards granted based on submission order. There will be a virtual, non-mandatory applicant conference on February 6, 2025, at 12:00 PM. Applicants should ensure that all required documents are included in their submission, as incomplete applications will be returned for corrections, which will result in a new submission date. Funding may be used for various allowable expenses, including capital improvements, services such as peer mentoring and wellness programming, technology upgrades, security and fire safety enhancements, and staff training.

Awarded organizations will receive 50% of the funds as an advance, with the remaining amount disbursed based on expenditure reporting. Providers must submit a final expense report upon contract completion, and any unspent funds must be returned. OASAS will monitor compliance through data reporting requirements, including admission and discharge records, and site inspections.
