This program provides financial assistance to small businesses in Raleigh for improving the exteriors of their commercial buildings, enhancing the visual appeal of the community.
Description
The City of Raleigh’s Facade Rehabilitation Grant Program is designed to foster community development and economic growth by offering financial assistance to small businesses for the refurbishment of commercial building exteriors. Established in the 1980s, the program has provided support to over 100 businesses, helping them improve the visual appeal of their properties, particularly in Raleigh's Downtown and older commercial districts. By doing so, the initiative encourages revitalization and improved public perception of commercial areas.
The program operates as a matching reimbursement grant, providing up to 50 percent of the eligible rehabilitation costs, with a cap of $10,000 for businesses located within Economic Development Priority Areas. Businesses outside these areas may qualify for up to $5,000, still based on 50 percent of total approved costs. The grant is strictly for exterior enhancements that are visible from public streets, and routine maintenance or projects not requiring permits are not eligible.
Eligible facade improvements include removal of false fronts, repair or replacement of windows, doors, cornices, facade materials, as well as exterior lighting and painting when part of a larger renovation. Art and mural projects may also qualify for funding, including associated artist fees, labor, and materials, provided they align with grant standards and are not applied to facades already in good condition.
The grant is issued on a quarterly cycle, with specific open, close, and award notification dates. Applications are only accepted during active cycles. Prospective applicants must first complete a pre-application to assess eligibility. If deemed eligible, staff will then provide the full application via email. Applicants must adhere to design guidelines and obtain all necessary permits and approvals prior to applying.
The current cycle for 2025 opened on April 3 and closes on April 27, with awards being announced on May 16. This quarterly process makes the program recurring, allowing businesses multiple opportunities per year to apply for funding. The program is limited to commercial properties located within Raleigh, and does not support residential properties or projects located outside city limits.
