The BJA FY25 Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program (COSSUP) offers funding to support government efforts in addressing the impact of illicit substance use on individuals and communities. The program emphasizes reducing overdose deaths, increasing access to treatment and recovery services, and enhancing public safety and community resilience. It encourages multi-disciplinary approaches that integrate public health, behavioral health, and criminal justice systems.
The program provides a total of $104,400,000 in funding, with three categories of awards: local governments (up to $1,600,000), state governments (up to $7,000,000), and tribal governments (up to $1,000,000). Projects may include harm reduction activities, law enforcement-led diversion programs, substance use treatment expansion, recovery support services, and public awareness initiatives. Funding will be distributed across urban, suburban, and rural areas, with up to 49 awards anticipated.
Eligibility extends to state, local, and tribal governments, as well as agencies and entities working within these systems. Applicants must demonstrate a focus on areas with significant overdose increases or underserved populations. Partnerships with community organizations, law enforcement, and treatment providers are encouraged. Applications involve a two-step submission process via Grants.gov (SF-424) and JustGrants. Required components include a proposal narrative, a budget detail form, and performance measurement plans.
