U.S. Embassy Buenos Aires PAS Strategic Programs
This funding opportunity provides financial support for programs that empower Argentine women entrepreneurs and promote U.S. values and knowledge through educational initiatives across Argentina.
Description
The U.S. Embassy in Buenos Aires, through its Public Affairs Section (PAS), has issued a Notice of Funding Opportunity (NOFO) titled U.S. Embassy Buenos Aires PAS Strategic Programs (Funding Opportunity Number: PAS-AR200-FY25-04). This NOFO outlines funding priorities, strategic themes, and procedures for submitting funding proposals. The total funding amount available is pending confirmation, with individual awards ranging from $10,000 to $100,000. Proposals must align with U.S. Embassy goals and objectives and include a strong U.S. element or connection to U.S. experts, organizations, or institutions.
Two specific programs are highlighted in this NOFO. The first is the Academy of Women Entrepreneurs (AWE), a 12-week program starting between May and September 2025, aimed at training up to two cohorts of Argentine women in entrepreneurial skills in Santa Fe and Santiago del Estero provinces. The program focuses on marketing, soft skills, strategic planning, and motivational techniques, with a maximum funding amount of $50,000. Proposals for this program must be submitted by February 28, 2025.
The second program, Study of the United States Program, is a 10-month initiative running from August 2025 to December 2026. It seeks to provide in-depth knowledge on U.S. values, institutions, and foreign policy through courses, seminars, and conferences led by both American and locally U.S.-trained professors. Activities will be implemented across Argentine provinces and Buenos Aires. The maximum funding per award is $20,000, with a total combined funding cap of $120,000. Proposals for this program must be submitted by March 31, 2025.
Eligible proposals must demonstrate a clear U.S. exchange component, articulate measurable objectives, include a monitoring and evaluation plan, and outline sustainability beyond U.S. funding. Proposals should also highlight innovation, alumni engagement, and involvement of American Spaces. Activities not eligible for funding include scholarships, political campaigns, religious activities, and infrastructure projects.
Applicants must submit an executive summary in English, not exceeding four pages, including a clear statement of the issue, project narrative, target audience, implementation regions, budget, and evaluation plan. Proposals must be submitted via email to US-ArgentinaGrants@state.gov.
Evaluation criteria include clarity of purpose, feasibility, monitoring and evaluation plans, and sustainability. Successful applicants will enter into a formal grant agreement administered by a Grants Officer. All recipients must adhere to federal regulations, including branding requirements under U.S. flag policies. Non-selected applicants will not receive feedback but may reapply in future funding opportunities.
