Description
The GROW Program aims to financially support physical improvements to commercial buildings in The City of Frederick. The program offers competitive, conditional matching grants to eligible small businesses, including minority/woman-owned businesses, business incubator graduates, businesses conducting neighborhood revitalization, and those recovering from disasters. Grants range from $5,000 to $10,000 and support improvements like fire suppression systems, ADA compliance, and HVAC upgrades, excluding cosmetic projects. Applications are accepted on a rolling basis, subject to fund availability, and must be discussed with the Department of Economic Development before submission.
Eligible expenses include critical building functionality or life-safety improvements, but exclude cosmetic projects. Grant awards are based on criteria such as business growth potential, property improvement, community impact, financial leverage, and demonstrated need. Projects must score at least 14 points to be eligible for funding, which is provided as reimbursement after project completion and payment.
