The U.S. Army Corps of Engineers (USACE) – Alaska District has issued Funding Opportunity Announcement W911KB-25-2-0001 for a cooperative agreement to support the implementation of the Land Rehabilitation and Maintenance (LRAM) program in the Richardson Training Area of Joint Base Elmendorf-Richardson (JBER), Alaska. This opportunity is guided under the authority of the Sikes Act (16 U.S.C. 670), with the objective to maintain high-quality, sustainable environments for military training while ensuring ecological health and legal compliance. This funding opportunity focuses on executing six defined environmental and maintenance tasks to support U.S. Army Alaska’s Integrated Training Area Management (ITAM) program. These tasks are detailed in the Statement of Work (SOW 25-105) and include corridor maintenance, trail reconfiguration, vegetation control, erosion mitigation, and restoration work across specific sites within the training area. Key objectives include soil stabilization, natural habitat restoration, trail upgrades, firebreak improvements, invasive species control, and vegetation management. Each task includes precise performance expectations, timelines, and environmental compliance documentation.
Eligible applicants include states, local governments, Indian tribes, non-governmental organizations, and individuals, as defined under 16 U.S.C. 670c-1(a). Applications will be reviewed and selected based on three key evaluation factors: relevant experience, technical approach, and cost. Experience in supporting Department of Defense natural resource programs, expertise in land rehabilitation, vegetation control, and erosion management, as well as demonstrated performance on similar projects are critical. Technical proposals should include quality assurance plans, compliance methods, risk assumptions, and an organizational chart. Cost proposals must align with federal grant rules, and profit is not allowed under this agreement.
The award is anticipated on or about May 30, 2025. A post-award planning meeting will occur within one month of the award date, followed by progress reporting and two coordination meetings during the project timeline. All tasks must be completed within 12 months, and final reporting will include treatment summaries and site maps.
