National Climate Adaptation Science Center Program (NCASC)
This funding opportunity provides financial support to academic institutions, nonprofits, and state and local governments to establish Climate Adaptation Science Centers that will research and develop strategies to help manage the impacts of climate change on natural resources in specific U.S. regions.
Description
The National and Regional Climate Adaptation Science Centers Program (NRCASC) Notice of Funding Opportunity for Fiscal Year 2025, from the U.S. Geological Survey (USGS), offers funding for institutions to host and manage Climate Adaptation Science Centers (CASCs) in the Northeast, Pacific Islands, and South Central regions. The purpose is to support research and develop adaptation strategies that address high-priority needs for natural resource managers affected by climate change, particularly in water, land, and wildlife sectors. Host institutions will provide regional expertise, collaborate with USGS federal components, and engage stakeholders to produce actionable science for climate adaptation.
This opportunity provides base funding of $1.48 million annually for the Northeast and South Central CASCs and $1.85 million for the Pacific Islands CASC, each over five years. Additional funds, up to 20% of the total CASC budget, may be available each year based on appropriations. Host institutions are expected to establish partnerships, meet region-specific climate adaptation needs, and maintain data management per USGS standards. Selected institutions will also participate in a national network of CASCs, promoting research coordination across regions.
Eligible applicants include state and local governments, academic institutions, and nonprofits, while federal agencies are excluded as hosts. Cost sharing is not required, though many past hosts have contributed resources. Applications must demonstrate capabilities in research, institutional commitment, and support for program objectives. Required elements include a technical proposal, budget, letters of support, and resumes for key personnel. The submission deadline is February 3, 2025, via Grants.gov.
Evaluation criteria focus on the quality of the proposed science, collaboration capacity, institutional support, and budget justification. Proposals must outline specific personnel, anticipated deliverables, and plans to support capacity-building and outreach initiatives. Compliance with diversity, equity, inclusion, and accessibility (DEIA) principles is also encouraged. The award decision is expected by June 30, 2025. Selected host institutions will receive significant guidance and collaboration from USGS on project execution, communication, and reporting.
