Description

The Graduate Psychology Education Program (GPE) under funding opportunity number HRSA-25-067, administered by the Health Resources and Services Administration (HRSA), aims to train doctoral health service psychology students, interns, and postdoctoral residents in integrated, interdisciplinary behavioral health. This program focuses on equipping trainees with skills in trauma-informed care, substance use disorder (SUD) prevention and treatment, and tele-behavioral health strategies. Trainees will gain experience in community-based primary care settings located in high-need and high-demand areas. Additionally, the program emphasizes the development of health service psychology faculty to ensure sustainable improvements in workforce readiness and healthcare delivery.

The program’s primary objective is to increase the number of well-trained, culturally competent health service psychology professionals committed to working in underserved communities. Specific goals include improving didactic and experiential training, enhancing academic and community-based partnerships, and developing faculty expertise in opioid use disorder (OUD) and trauma-informed care. Trainees will be required to spend at least 25% of their training time in experiential settings focused on OUD and SUD prevention, treatment, and recovery.

Eligible applicants include accredited doctoral, internship, and/or postdoctoral residency programs in health service psychology, including clinical, counseling, and school psychology. These programs must be accredited by a nationally recognized accrediting agency approved by the U.S. Department of Education. Eligible entities include public and private nonprofit institutions of higher education, state and local governments, hospitals, HRSA-funded health centers, federally qualified health centers, rural health clinics, and other community-based clinical settings. Individuals are not eligible to apply.

HRSA anticipates funding approximately 50 grants with a total expected program funding of $22,800,000. Each awardee may receive up to $450,000 annually over a three-year period, with the funding period spanning from July 1, 2025, to June 30, 2028. At least 50% of the total requested budget must be allocated to trainee support costs, including stipends, tuition, health insurance, and other related expenses.

Applications must include critical components such as a project abstract, project narrative, budget narrative, accreditation documentation, student commitment letters, experiential training site documentation, and letters of agreement with partner organizations. The application must address key program objectives, including enhancing cultural competency, expanding training partnerships, supporting faculty development, and collecting data for program evaluation. The submission deadline is January 21, 2025, at 11:59 p.m. ET, and applications must be submitted via Grants.gov.

Evaluation criteria include purpose and need (10 points), response to program requirements (50 points), expected impact (20 points), organizational resources and capabilities (10 points), and budget justification (10 points). Additional points may be awarded for funding priorities and preferences, such as demonstrating a high rate of placing graduates in medically underserved communities.
