Description

The U.S. Department of State’s Bureau of Population, Refugees, and Migration (PRM) is seeking concept notes for Fiscal Year 2025 to fund humanitarian programs benefiting refugees and vulnerable populations in Jordan. The goal is to address the needs of refugees, asylum-seekers, stateless persons, and vulnerable host communities by supporting programs in sectors such as protection, education, health, mental health and psychosocial support, livelihoods, and shelter. These initiatives aim to enhance protection, strengthen local organizational capacity, and promote social cohesion while improving the safe and participatory delivery of humanitarian assistance.

Eligible applicants include U.S.-based nonprofits with 501(c)(3) status, overseas-based nonprofits with proof of registration, and international organizations, excluding UN agencies. Applicants can apply individually or as part of a consortium involving at least three organizations. PRM will prioritize proposals that target refugees (at least 50 percent of program participants), particularly Syrian refugees, while ensuring inclusion of stateless persons and vulnerable host communities in line with the Jordan Response Plan. Programs should avoid duplication of efforts and align with existing national and international coordination frameworks, including the UN’s Regional Refugee and Resilience Plan.

Concept notes must include a clear problem statement, target population with vulnerability criteria, program description, measurable outcomes, and a summary of organizational experience. PRM emphasizes localization by encouraging partnerships with local organizations and promoting sustainability beyond U.S. funding. Concept notes should demonstrate innovative approaches, such as tools for durable solutions, market-driven livelihood interventions, or education programs integrated within public sector structures. The program duration may range from one to three years, with two-year programs preferred.

The funding ceiling for single applicants is $3,000,000 per year, with a floor of $750,000 per year. For consortium applications, the ceiling is $4,000,000 per year, with a floor of $1,000,000 per year. Concept notes are due by January 9, 2025, at 11:59 p.m. EST and must be submitted via Grants.gov. Selected applicants will be invited to submit full proposals within 30 calendar days after notification, and awards are expected to be made within five months following the submission deadline. PRM anticipates awarding up to $12,000,000 total through this funding opportunity, with an estimated six awards.

Applications must adhere to PRM’s General NGO Guidelines and include sector-specific indicators, such as the number of individuals reached, funding distributed to local organizations, and participants’ perceptions of safe and accessible assistance delivery. Proposals will be evaluated based on program quality, feasibility, beneficiary identification, organizational capacity, and budget justification. Multi-year programs must demonstrate a sustainability plan and alignment with PRM’s humanitarian priorities and international standards, such as the Sphere Standards. Reporting requirements include quarterly program and financial updates, as well as a final report.
