Description

The County of Hawaiʻi Department of Research and Development's Impact Grants Regenerative Tourism Program (RFP No. 24RT-06 Amendment No. 1) supports projects that advance sustainable and culturally enriching tourism on Hawaiʻi Island for the fiscal year 2024-2025. Eligible projects include those enhancing cultural experiences through Hawaiian music and hula performances, providing visitor support services, creating carrying capacity pilots for popular sites, and promoting sustainable tourism models. A total of $70,000 is available, with awards ranging from $3,000 to $25,000.

Eligible applicants include nonprofit organizations, educational institutions, and government agencies with at least one year of experience in the proposed project area or equivalent expertise. Applications must meet a 1:1 matching funds requirement, which can include cash or in-kind contributions. Proposals should demonstrate alignment with the County’s goals to support sustainable economic growth, social well-being, and environmental conservation while enhancing visitor and resident experiences.

Applications are due by February 5, 2025, at 4:30 PM HAST through the County’s grant portal. An informational webinar will be held on November 27, 2024, at 2:00 PM, and questions may be submitted until January 17, 2025, with responses posted by January 24, 2025. Proposals must include a project abstract, detailed narrative, budget, and required documentation such as financial statements, organizational bylaws, and descriptions of personnel qualifications.

The evaluation process includes three phases, with criteria focusing on project impact (60 points), fiscal capability (20 points), and organizational qualifications (20 points). Proposals must achieve a minimum score of 70 to advance. Final decisions will be announced by March 14, 2025, and agreements must be executed by June 14, 2025. Reporting requirements include interim updates and a final report, ensuring transparency and accountability.
