The U.S. Embassy in Panama has announced the FY 2025 CARSI Small Grants Program, focusing on strengthening governance through civil society engagement in Panama. The program aims to support democratic institutions, accountability, and good governance, aligning with the goals of the Central America Regional Security Initiative (CARSI) and the Root Causes Strategy (RCS). Up to $500,000 in funding is available, with anticipated awards ranging between $100,000 and $250,000. Project periods will span 18–24 months, starting on or around August 4, 2025.
Eligible applicants include U.S.- and overseas-based non-governmental organizations (NGOs), public international organizations (PIOs), and institutions of higher education. Panama-based NGOs are particularly encouraged to apply, and proposals must align with CARSI Goal Three and RCS Pillar II, emphasizing anti-corruption, transparency, and strengthening democratic governance. Projects should enhance civil society’s role in government accountability, improve fiscal management, and support the development of non-partisan civil services.
Applications must include a detailed proposal narrative, budget, monitoring and evaluation plan, and other supporting documents. Proposals should clearly articulate objectives, expected outcomes, and a plan to measure progress. The application deadline is March 14, 2025, at 11:59 PM EST, with a question submission deadline of March 4, 2025. Applications must be submitted via Grants.gov and adhere to U.S. government regulations, including SAM.gov registration requirements.
Key program objectives include improving government transparency, empowering civil society organizations (CSOs) to influence policies, and enhancing the capacity of oversight institutions. Proposals should also address underserved populations, including women, indigenous groups, and other marginalized communities.
