Description
The Community Watershed Stewardship Program (CWSP) provides grants of up to $12,000 to support projects by Portland community groups and residents aimed at improving the health of local watersheds. The program, administered by the Portland Bureau of Environmental Services in partnership with Portland State University’s Indigenous Nations Studies Department, funds initiatives that benefit watershed health and the community. Eligible projects include environmental education, youth leadership programs, natural areas restoration, stormwater management, and more.
The application process for the CWSP grant involves a two-step procedure: a pre-application phase, followed by an invitation to submit a full application if the pre-application is approved. Grants are awarded annually, and projects must be completed within a specified timeframe. Applicants are encouraged to seek matching funds, though they are not required. CWSP staff are available to assist with developing project proposals and connecting applicants with resources.

Delivery of Funds: CWSP reimburses grantees once or twice per contract. Projects may not start without fully authorized grant agreements. Grantees need to have the ability to cover costs upfront or partner with a fiscal agent who has that ability.
