SBIR/STTR Match Program
This program provides matching funds to Illinois-based for-profit businesses that have received a federal Phase I award to support their innovation and research efforts.
Description
The SBIR/STTR Match Program, managed by the Illinois Department of Commerce and Economic Opportunity (DCEO), provides matching grants of up to $50,000 to for-profit businesses in Illinois that have received a Phase I award from the federal Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) programs. This initiative aims to foster innovation, promote job creation, and encourage businesses to pursue Phase II awards. Applications are accepted until June 30, 2025, or until funding is exhausted.
Eligible businesses must have their principal location in Illinois, meet federal SBIR/STTR requirements, and certify that at least 51% of the Phase II research will be conducted within the state. Businesses can receive 75% of the grant amount ($37,500 maximum) upon meeting Phase I award requirements, and the remaining 25% ($12,500 maximum) upon submitting the Phase II application and meeting additional reporting conditions.
The program is not competitive, with grants awarded on a first-come, first-served basis to applicants who fulfill all requirements. Businesses can only receive one grant per fiscal year and up to five lifetime grants. To apply, businesses must submit a complete application online, including documentation such as the Phase I award letter, federal compliance confirmation, and certifications of eligibility.
Grant recipients must comply with reporting, monitoring, and auditing requirements throughout the grant period.
