Grant Opportunity: Marine Sewage Pumpout Facility Grants

The Department of Natural Resources offers a grant opportunity for public and private marinas in Maryland. The grant provides reimbursement of up to $15,000 for the purchase and installation of marine sewage pumpout facilities. This program aims to promote proper disposal of sewage from boats and contribute to the cleanliness of Maryland waters. Funding for this grant comes from the Federal Clean Vessel Act (75%) and the Maryland Waterway Improvement Fund (25%). Eligible expenses for reimbursement include pumpout operations and maintenance, pumpout upgrades and replacement.

To apply for this grant, marinas must follow a step-by-step process. First, they need to download and complete the Maryland Pumpout Grant Application or contact the Department of Natural Resources directly. The application packet includes a list of pumpout vendors. Along with the application, marinas must submit a proposal that describes the project, lists the equipment to be purchased (with prices), provides competitive bids for installation if needed, and includes a drawing showing the location for installation.

Once the application and proposal are submitted, marinas should obtain permits/approval from local authorities as well as complete a Coordinated Environmental Review Form provided by DNR. After receiving all necessary approvals and permits, DNR will approve the application and provide an approval letter. Marinas can then proceed with purchasing and installing the pumpout facility according to the approved proposal. Reimbursement is available after submitting invoices with receipts and proof of payment to DNR. Final inspection is required before receiving reimbursement.

It's important to note that some counties charge permit fees for first-time installations, which are reimbursable through this grant opportunity. Additionally, new or expanding marinas with more than 10 slips or any marina with 50 or more slips berthing boats over 22' are required by Maryland law to have a pumpout facility.
