Description

The USAID *Vietnam Action Against Plastic Pollution* funding opportunity aims to support efforts to reduce plastic pollution at its source in Vietnam, engaging stakeholders across sectors, from government and civil society to the private sector. The program focuses on reducing land-based sources of ocean plastic pollution by fostering Extended Producer Responsibility (EPR) policies, implementing Single-Use Plastic (SUP) reduction measures, and developing integrated Solid Waste Management (SWM) models at sub-national levels. USAID’s goal is to strengthen Vietnam's capacity to tackle plastic waste sustainably and collaboratively through data-driven policies, inclusive community engagement, and innovative waste management practices.

Key objectives include (1) supporting EPR policy development and implementation, engaging stakeholders in creating effective demonstration schemes for plastic waste management, and collecting data on the plastic value chain to set realistic targets; (2) advancing SUP reduction at provincial levels, including public awareness campaigns and collaborative action platforms that include local businesses and communities; and (3) establishing SWM models that improve waste reduction, separation, and recycling at the local level while promoting behavior change and sustainable waste practices. These efforts integrate Vietnam’s informal waste sector, particularly women who make up a large portion of waste collectors, ensuring equitable and inclusive development.

The program anticipates a $21.4 million budget for a five-year period, contingent on available funding. USAID intends to award a single Cooperative Agreement to a qualified organization capable of achieving the program's objectives. Eligible applicants include U.S. and non-U.S. organizations with experience in managing collaborative, multi-stakeholder programs in environmental policy, waste management, or related fields. Cost-sharing is required, with a minimum of 10% of the total estimated cost to be contributed by the recipient and its partners. Awardees will need a System for Award Management (SAM) registration and compliance with USAID’s environmental and financial guidelines.

Applications must include a technical and cost proposal, outlining the applicant's proposed strategy, theory of change, staffing plan, and timeline. The technical proposal must demonstrate expertise in implementing EPR and SUP frameworks, managing multi-stakeholder partnerships, and supporting capacity building at local levels. Key personnel, including the Chief of Party, should possess experience in environmental management and multi-sector coordination. USAID will assess proposals based on the technical approach, institutional capacity, management approach, and the applicant's ability to adaptively manage and collaborate with diverse stakeholders.

The program includes stringent reporting requirements. Recipients must submit annual work plans, quarterly and annual performance reports, and financial reports aligned with USAID’s guidelines. These will detail progress against program objectives and adjustments made based on learning and adaptation processes. USAID also requires a Branding Strategy and Marking Plan to ensure the program's visibility and public awareness of the contributions made by the American people.

The deadline for application submissions is May 5, 2022. Applications must adhere to USAID's format and submission requirements, and all documents should be submitted electronically. The program emphasizes sustainability, aiming to empower Vietnam’s local systems to address plastic pollution and foster a circular economy for waste management.
