Economic Impact Study of the Energy Industry in Wyoming

The Wyoming Energy Authority (WEA) has issued a Request for Proposals (RFP) to conduct a comprehensive economic impact study of the energy industry in Wyoming. The WEA, headquartered in Cheyenne, serves to promote, facilitate, and advocate for the growth of Wyoming’s energy economy. This study is aimed at providing data and analysis to guide state policy and further the development of energy and natural resource sectors across the state.
The objective of the study includes analyzing economic impacts from both direct and indirect benefits of energy production within Wyoming. The scope also encompasses evaluating the investments made through the Energy Matching Funds program, comparing energy and mineral production sources, assessing employment and payroll data, and quantifying tax contributions at both the state and local levels. The study will also identify both tangible and intangible economic benefits, innovations by Wyoming-based producers, and impacts of regulatory and incentive structures.
Eligible applicants for this opportunity include private industry, research institutions, public and private universities, government agencies, and individuals capable of executing a project of this magnitude. Proposals must provide a thorough scope of work that addresses all the outlined areas, a detailed budget, and a commitment to seek support from relevant institutions such as the University of Wyoming, Wyoming Workforce Services, and several state regulatory and research bodies.
The final report must be submitted to the WEA no later than September 1, 2025. Applicants must upload their proposals to the designated WEA RFP webpage by April 2, 2025. A confirmation email will be sent within 24 hours of submission. Questions about the RFP should be directed via email to Brayden Connour, Director of Investments, with “Energy Study” in the subject line. All submitted proposals become public records, except for financial or commercial information marked confidential as permitted by Wyoming Statute 16-4-203(d)(v).
A final Executive Report is also required, which must be a non-technical summary less than 30 double-spaced pages, intended for public consumption and stakeholder use. This report will be published on the WEA’s website and will include presentations to WEA staff. Awardees must sign a Funding Agreement prior to any fund disbursement, with detailed terms regarding fund usage, auditing, reporting requirements, and intellectual property provisions. No costs incurred before the agreement is executed will be reimbursed.
The RFP was issued on March 19, 2025, and will close on April 2, 2025. Proposals submitted after the deadline will not be considered under any circumstances.
