Description
The Pathway Home 6 grant is offered by the U.S. Department of Labor’s (DOL) Employment and Training Administration (ETA). This funding opportunity aims to support reentry programs for incarcerated individuals by providing workforce development services both pre-release and post-release. The initiative is designed to bridge the transition from incarceration to employment, helping individuals secure skills-based jobs, integrate back into their communities, and reduce recidivism. The grant is part of a series funded under the Workforce Innovation and Opportunity Act (WIOA) and the Further Consolidated Appropriations Act of 2024.
Eligible applicants include non-profit organizations (with or without 501(c)(3) status), institutions of higher education, state and local governments, workforce boards, labor or labor-management organizations, and Indian or Native American entities eligible under WIOA Section 166. These entities must partner with state correctional facilities or local or county jails to provide services to incarcerated individuals who are scheduled for release within 20 to 270 days from their enrollment in the program. The application must include Memoranda of Understanding (MOUs) or Letters of Commitment from correctional facilities detailing partnership agreements and justifying the applicant’s proposed service area.
The program provides occupational training, workforce readiness preparation, pre-apprenticeships, registered apprenticeships, and supportive services such as housing assistance, substance abuse treatment, and legal aid. Grantees must ensure that the training provided does not impose legal restrictions on obtaining credentials or licenses for justice-involved individuals. Additionally, partnerships with employers, unions, and industry organizations are required to secure job placements and on-the-job training opportunities.
For this funding cycle, approximately $25,000,000 is available, with an expected nine grants to be awarded. Each applicant may request funding up to $4,000,000, and must propose a service plan that meets the minimum participant enrollment thresholds based on the requested funding amount. The performance period is 42 months, which includes a 3 to 6-month planning phase, a 24 to 27-month service delivery phase, and a 12-month follow-up period.
Applications must be submitted through Grants.gov no later than March 14, 2025, at 11:59 PM Eastern Time. The review process will assess applications based on factors such as program design, partnerships, data tracking, performance outcomes, and financial capacity. Priority consideration will be given to proposals serving areas with a scarcity of reentry services, and applicants must demonstrate strong commitments from correctional facility partners and workforce development entities.
