This funding opportunity provides financial support to state and local water-resource agencies for improving groundwater monitoring and management across the nation.

Description

The National Ground-Water Monitoring Network (NGWMN) FY2025 funding opportunity, managed by the U.S. Geological Survey (USGS), seeks to enhance the monitoring and management of the nation’s groundwater resources. This program supports state and local water-resource agencies in establishing and maintaining a comprehensive network that provides data on groundwater levels and quality from principal aquifers. The program aims to address national and regional water resource issues by standardizing data collection and sharing practices among participating agencies.

The initiative focuses on six objectives: onboarding new data providers, maintaining data services from existing providers, addressing data gaps, conducting site maintenance, drilling new wells, and purchasing equipment to improve water-level monitoring. Agencies can propose projects to integrate their databases with the NGWMN portal, update or expand their existing networks, and undertake tasks such as well rehabilitation, equipment upgrades, and drilling replacement wells. Activities under this funding must align with the NGWMN’s framework and guidelines, emphasizing consistency in data standards and quality assurance.

Eligible applicants include state and local water-resource agencies. Cost-sharing is encouraged, particularly for Objectives 4-6, but not required for Objectives 1-3. Federal awards range from $5,000 to $300,000 per project, with a total program funding of $1.7 million. Agencies proposing larger-scale enhancements or serving networks with more than 500 sites may qualify for additional funding within defined limits. Award recipients will work closely with USGS for project execution and compliance, with cooperative agreements specifying mutual roles and responsibilities.

The application process includes submitting a detailed project narrative, budgets for each objective, timelines, data management plans, and supporting documentation. Applicants must register on Grants.gov and ensure compliance with federal standards, including SAM registration. Proposals will be evaluated on quality, relevance to NGWMN goals, technical feasibility, and budget justification. Projects must propose start dates between July 1, 2025, and September 30, 2025, with final submissions due by January 16, 2025.

Key deliverables include annual progress reports, a final project report, and open data availability via the NGWMN portal. Agencies must adhere to reporting requirements and data sharing policies, with strict limitations on activities such as routine data collection and equipment purchases outside the program's scope. For technical assistance and additional information, applicants can contact designated USGS representatives or access resources on the NGWMN website.
