Description

The Local Share Account (LSA) for Northampton and Lehigh Counties is a funding program established under the Pennsylvania Race Horse Development and Gaming Act (Act 2004-71) and administered by the Commonwealth Financing Authority (CFA). The program aims to distribute a portion of local share assessments collected from certain licensed gaming facilities. These funds are intended to support projects that enhance community well-being, economic development, and mitigate the impact of gaming-related activities in Northampton and Lehigh Counties.

Eligible applicants for this grant include Northampton and Lehigh Counties, their municipalities, and economic development or redevelopment agencies operating within these counties. The funds may be used for projects that serve the public interest, including community improvement initiatives, economic development projects that create or retain jobs, and enhancements to civic, cultural, or recreational facilities.

Applications must be submitted electronically through the Pennsylvania Department of Community and Economic Development's (DCED) Single Application for Assistance platform. The application window opens annually from July 1st to September 30th. Required supplemental documents include a project description, cost estimate, a resolution for public sector applicants, and documentation of any matching funds. A $100 non-refundable application fee is required and must be paid online before submission.

Applications are evaluated by the CFA based on project cost, strategic importance, and potential impact on the local community. If approved, applicants must sign a grant agreement within 45 days of receiving a commitment letter. Funds are disbursed based on the submission of invoices, bid tabs, and other supporting documents. Project costs incurred before grant approval are ineligible for reimbursement.

Restrictions on grant funds include prohibitions on using funds for securing other financing, interest payments, lobbying, fines, training costs, warranty fees, and consumable supplies. Administrative costs directly related to grant administration may not exceed 3% of the total grant amount. Engineering and inspection costs are limited to 10% of the grant, and contingency costs are capped at 5%.
