The City of Tucson’s FY 2026 General Fund grant program supports human services projects that align with the People, Communities, and Homes Investment Plan (P-CHIP). This fund focuses on strategic goals such as solving homelessness, improving health, reducing poverty, supporting equitable neighborhoods, and increasing affordable housing. The program is designed to address the needs of vulnerable populations, including low-income families, people experiencing homelessness, and marginalized communities. A total of $1.3 million is anticipated to be available for awards, with grants ranging from $50,000 to $200,000. Priority is given to proposals demonstrating significant community impact, alignment with P-CHIP priorities, and potential for equity advancement.

Eligible applicants include 501(c)(3) and 501(c)(4) nonprofit organizations and City of Tucson departments. Grassroots organizations may apply with a fiscal agent, and neighborhood associations may apply via a City department. To qualify, organizations must demonstrate good standing with Arizona’s Secretary of State and meet financial solvency requirements. Projects must serve Tucson residents and prioritize historically underserved neighborhoods, including CDBG Target Areas and Thrive Zones. Applicants should demonstrate effective partnerships, a clear understanding of community needs, and a commitment to equity.

Proposals must include detailed narratives addressing project goals, implementation strategies, evaluation metrics, and sustainability plans. Required documentation includes financial audits, organizational and staff rosters, diversity policies, and a board-approved operating budget. Applications are due December 20, 2024, at 5:00 PM MST, through the Neighborly online platform. An optional pre-proposal conference will be held on November 18, 2024, providing guidance on the application process.

Projects will be evaluated through a multi-step process, including a threshold review and scoring by a Community Review Panel. Evaluation criteria include alignment with P-CHIP priorities, community impact, budget justification, and equity advancement. Selected projects are expected to meet quarterly performance and expenditure benchmarks, with progressive spending requirements. Cost-reimbursement agreements will be utilized, and funded organizations must adhere to robust reporting and monitoring standards.

The program requires applicants to have equity and non-discrimination policies that go beyond compliance, actively addressing systemic inequities in service delivery and organizational practices. Special emphasis is placed on including voices of impacted communities in program design and implementation. Organizations are also encouraged to leverage additional funding to maximize project impact.
