Project Rental Assistance Program of Section 811 Supportive Housing for Persons with Disabilities FY 2025
This grant provides funding to state housing agencies to create affordable rental housing options for extremely low-income individuals with disabilities, promoting integration and accessibility in communities.

The Section 811 Project Rental Assistance (811 PRA) program, managed by the U.S. Department of Housing and Urban Development (HUD), provides project-based rental operating assistance to extremely low-income persons with disabilities. For FY 2025, HUD has allocated approximately $150 million under this program to support state-level strategies for affordable housing expansion. Eligible applicants include state governments and housing agencies that collaborate with state health and Medicaid agencies. Applications must be complete and comply with all program requirements by April 17, 2025, to be considered. HUD anticipates making about 15 awards, each with a 20-year project term and a budget period of five years, with renewals dependent on future appropriations.
The program’s purpose is to foster state partnerships that increase access to integrated, affordable rental housing for persons with disabilities. Funds are intended for rental assistance payments to eligible multifamily property owners under Rental Assistance Contracts (RACs). Grantees must ensure that housing units meet stringent accessibility, safety, and compliance standards. The 811 PRA program aligns with HUD’s strategic goals of promoting equity and creating inclusive communities. Awardees are required to affirmatively further fair housing, which includes addressing patterns of segregation and increasing housing choice for individuals with disabilities.
Eligible applicants must be state housing agencies currently allocating Low-Income Housing Tax Credits (LIHTC), managing HOME funds, or overseeing comparable federal or state housing programs. Applicants must also have an Inter-Agency Partnership Agreement with their state’s health and Medicaid agencies. Only one applicant per state will be funded, and any issues related to audit findings, civil rights compliance, or agency “Troubled” status must be addressed before eligibility is confirmed. Cost-sharing or matching funds are not required for this program.
Funding may only be used for eligible rental assistance activities. Administrative costs are capped at 8% of the grant. Properties receiving 811 PRA funds must not already have restrictions for serving persons with disabilities or existing long-term operating subsidies. Additionally, no more than 25% of units in any property can be designated for persons with disabilities to ensure integration. Housing units must comply with local and federal accessibility standards, including requirements for mobility and sensory accessibility.
Applications must detail the mechanisms for rent determination, accessibility, and affirmative marketing efforts to reach underrepresented populations. HUD will evaluate applications based on criteria including collaboration between housing and Medicaid agencies, strategies for equitable distribution of units, and adherence to civil rights laws. Grantees are required to submit tenant data and comply with the Fair Housing Act, Americans with Disabilities Act, and other federal regulations.
The anticipated start date for funded projects is November 3, 2025, with awards announced by August 1, 2025.
