The Community Development Block Grant (CDBG) Program, overseen by the U.S. Department of Housing and Urban Development (HUD), funds projects aimed at developing viable communities by providing decent housing, a suitable living environment, and expanding economic opportunities, particularly for low- and moderate-income individuals. The City of Asheville administers the program locally, offering funding through various categories such as public services, capital improvements, economic development, housing rehabilitation, and rental assistance programs.
For the 2025–2026 funding cycle, the estimated entitlement amount is $1,003,034, with $200,606.80 allocated for program administration and a cap of $150,455.10 for public services. Eligible applicants include 501(c)(3) nonprofits, institutions of higher learning, for-profit agencies (for microenterprise assistance), county departments, and faith-based organizations (for non-religious purposes). Projects must primarily serve Asheville residents and meet a national objective as required by HUD, such as benefiting low- to moderate-income individuals, eliminating slums or blight, or addressing an urgent need.
The application process opens on January 6, 2025, and closes at 5:00 PM on February 7, 2025. Applications must be submitted through the Neighborly platform, and a separate proposal is required for each project or activity. Key evaluation criteria include alignment with HUD and Asheville’s Consolidated Plan goals, measurable outcomes, financial management capacity, collaboration, and leveraging other resources. An environmental review must be completed before project commencement, even if non-HUD funds are used.
