Description
The Illinois Community Development Block Grant (CDBG) Public Infrastructure Program, administered by the Illinois Department of Commerce and Economic Opportunity (DCEO), provides funding to address public health and safety issues through water, sewer, and drainage projects in communities with substantial low-to-moderate income (LMI) populations. With $19.5 million in total funding and grants ranging from $300,000 to $1,000,000, the program anticipates awarding approximately 20 grants. Eligible applicants include units of general local government, such as cities, villages, and counties, that are not classified as HUD direct entitlement communities. Projects must benefit at least 51% LMI persons, address documented health and safety threats, and be located in primarily residential areas. Applications, which are due by December 4, 2024, at 5:00 PM CST, require detailed plans demonstrating readiness, including property control, additional funding commitments, and compliance with federal and state guidelines. Costs related to deferred maintenance, operational expenses, or government buildings are ineligible, and a mandatory technical assistance workshop will be held on October 1, 2024, to support applicants.
