The Illinois Department of Public Health is offering the Reproductive Health Security Grant (RHSG-25-2) to support organizations providing reproductive health services, including abortion, in Illinois. This grant, with an estimated total funding of $1 million, is designed to enhance security measures for facilities deemed at high risk of violence, vandalism, harassment, or other unlawful activities. Eligible organizations may receive up to $450,000 for approved activities, with a total of 10 awards anticipated. Applications are due by December 16, 2024, at 5:00 PM CST, with the grant performance period running from January 1, 2025, to June 30, 2025.
The grant's primary purpose is to support safety and security at reproductive health care facilities facing threats due to their services. Funding may be used for target-hardening measures such as installing physical security equipment, cybersecurity improvements, or contracting with security personnel. Allowable activities also include active shooter and evacuation training for staff and clients. Up to 10% of the grant may be allocated to management and administration costs, which must be included in the total grant request.
Eligible applicants are reproductive health organizations operating in Illinois that provide abortion services and can demonstrate prior threats or attacks or vulnerability to such incidents. Organizations must also be in good standing with the Illinois Secretary of State, possess an active SAM.gov registration, and meet other state and federal eligibility requirements. The application process requires a detailed scope of work, work plan, project budget, and documentation such as a W-9 and risk assessment.
Applications must be submitted through the Illinois Department of Public Health's Electronic Grants Administration and Management System (EGrAMS). Applicants are encouraged to utilize the system’s guidance tools to ensure compliance with formatting and submission requirements. A mandatory technical assistance session will be held on December 9, 2024, at 2:00 PM CST to address applicant questions and provide clarity on grant requirements.
Grant applications will be evaluated based on criteria such as identified security needs, project feasibility, and alignment with program goals. Scoring will consider the applicant's capacity to implement the project, SMART (Specific, Measurable, Attainable, Realistic, Timely) objectives, and a justifiable budget. Selected applicants will receive a Notice of State Award by December 27, 2024, with additional administrative requirements, including quarterly progress reports, to follow during the performance period.
