County-State Traffic Engineering Program (C-STEP)
This program provides funding to Iowa counties for traffic safety and operation improvements on primary roads outside of cities, covering a portion of construction costs for both single-location and multi-location projects.
Description
The County-State Traffic Engineering Program (C-STEP) aims to solve traffic operation and safety problems on primary roads outside incorporated cities. Eligible sponsors include any Iowa county. The program funds spot improvements (limited to single locations) and linear improvements (spanning multiple locations). The state funds 55 percent of the construction costs for spot improvements, while the county funds the remaining 45 percent. For linear improvements, the county match is 70 percent if the state retains jurisdiction and 40 percent if the county accepts jurisdiction. An engineering analysis of the problem area is required. The Iowa Traffic Engineering Assistance Program (TEAP) can be used for this analysis.
