FY25 Bridge Investment Program - Large Bridge Project Grants
This grant provides funding for large-scale bridge projects that improve safety, efficiency, and resilience in transportation infrastructure across the United States, targeting state and local governments, tribal authorities, and regional planning organizations.
Description
The Fiscal Year (FY) 2023–2026 Bridge Investment Program (BIP), Large Bridge Project Grants (Funding Opportunity Number: 693JJ323NF00019), managed by the Federal Highway Administration (FHWA) under the Department of Transportation, supports significant infrastructure projects involving large bridges. The program aims to fund projects with eligible costs exceeding $100 million, as part of the Bipartisan Infrastructure Law (BIL), formally known as the Infrastructure Investment and Jobs Act. It is designed to improve the safety, functionality, and resilience of bridge infrastructure across the United States. The total funding available over the four-year period is up to $9.62 billion.
The purpose of this grant program is to support substantial bridge projects that will enhance transportation efficiency, address deferred maintenance, and contribute to the economic and mobility needs of communities. Large bridge projects eligible for this program are those that offer significant improvements to the regional or national transportation network. This initiative helps address critical infrastructure requirements by funding construction, reconstruction, or rehabilitation activities essential for large-scale bridges.
The award range for grants under this program is between $50 million and $3 billion. The program requires cost-sharing, meaning applicants must contribute a portion of the project costs. The exact amount of matching funds is not specified, allowing for flexibility in cost-sharing arrangements depending on the project's scale and the applicant's capabilities. The application process follows a "rolling" format, where the deadlines vary by fiscal year. For FY 2023 and FY 2024 funding, the deadline is December 4, 2023. For FY 2025 and FY 2026 funding, applications must be submitted by August 1, 2024, and August 1, 2025, respectively.
Eligibility extends to various entities responsible for bridge infrastructure. This includes state governments, city or township governments, county governments, federally recognized Native American tribal governments, metropolitan planning organizations serving areas with populations over 200,000, special district governments, Federal Land Management Agencies, political subdivisions of states or local governments, and multijurisdictional groups of these entities. The program’s broad eligibility criteria ensure a wide range of applicants can participate, from local agencies to multi-state consortia.
Applications must detail project proposals that align with the program’s goals, including improvements to safety, reduction in bridge maintenance backlogs, enhancement of economic benefits, and increased mobility for users. Evaluation criteria will consider the project's potential impact on transportation efficiency, economic development, and readiness to proceed. Applicants are encouraged to demonstrate how their projects meet these requirements to maximize their chances of receiving funding.
