The Illinois Department of Human Services (IDHS), Division of Developmental Disabilities, is issuing the Dignity in Pay Program grant to promote equitable employment opportunities for individuals with intellectual and developmental disabilities (I/DD). This initiative aligns with Illinois' Employment First policy, ensuring that Competitive Integrated Employment (CIE) is the first option for working-age individuals with disabilities. The program aims to phase out subminimum wage (SMW) employment by December 31, 2029, while expanding access to integrated employment and inclusive community day services.

The Dignity in Pay Program will provide funding, training, and technical assistance to support up to 15 grantees in implementing programs that promote employment equity and independence for I/DD individuals. Grantees will receive financial support based on a tiered funding system, with awards ranging up to $225,000 per year over the grant period from July 1, 2025, to June 30, 2027. Funding tiers will be determined based on factors such as the applicant’s SMW census, existing vocational rehabilitation services, and supported employment program utilization.

Eligible applicants include community agencies that currently hold or have pending Section 14(c) Certificates from the Illinois Department of Labor or the U.S. Department of Labor. Applicants must have experience providing services and support to individuals with I/DD and demonstrate the capacity to meet program objectives. Pre-qualification requirements include registration with the State of Illinois, good standing with the Illinois Secretary of State, and compliance with federal and state grant regulations.

Applications must be submitted electronically by March 21, 2025, at 5:00 p.m. CST. The application process requires a detailed program narrative, a budget submission via the CSA system, and supporting documents such as proof of 14(c) certification. A technical assistance session will be offered on February 21, 2025, though participation is not mandatory.

Proposals will be evaluated based on need, capacity, quality of services, executive summary details, and budget justification. The review process will consider factors such as geographic distribution, agency past performance, and service reach. Selected applicants will receive a Notice of State Award by May 23, 2025. Successful applicants may be eligible for up to two one-year grant renewals based on performance and continued appropriations.
