The FY25 Community Transit Grant Program (CTGP), administered by MassDOT, supports operating and mobility management projects aimed at enhancing transportation for older adults, individuals with disabilities, and low-income populations in Massachusetts. Applications are open from September 16 to November 1, 2024. The program primarily utilizes funds from the Federal Transit Administration's Section 5310, but this year also includes $4 million from state sources under the Fair Share amendment. The grants aim to improve mobility options and ensure access to essential services for populations with specialized transportation needs.
Funding requirements vary depending on the source. Projects funded with federal Section 5310 funds must secure a local match of 50% for operating expenses and 20% for mobility management. In contrast, state funds do not require a local match, allowing broader support for projects serving low-income individuals, in addition to older adults and people with disabilities. The available state funds will be prioritized for operating and mobility management grants, with federal funds reserved for projects that include vehicle purchases.
Eligible applicants include non-profit organizations, government entities, and private operators that provide transportation services to seniors and individuals with disabilities. Projects must be in line with the region’s Coordinated Human Service Transportation Plan, and applicants should demonstrate sufficient resources, adherence to previous grant obligations (if any), and the capacity to manage the grant effectively. Applications will undergo a threshold review for eligibility before being evaluated by external reviewers based on project need, design, impact, coordination with other services, and budget.
The program emphasizes collaboration with local agencies and encourages applicants to involve riders in planning and implementing services. Projects that integrate best practices, address unmet transportation needs, and avoid duplicating existing services will receive higher evaluation scores. Applicants are encouraged to design inclusive services that accommodate people with various needs, including those with disabilities or limited English proficiency.
For the budget, applicants must itemize direct and eligible indirect expenses, which may include driver wages, fuel, maintenance, and administrative costs associated with the project. Indirect costs can only be included if there is an approved Indirect Cost Allocation Plan (ICAP) or a 10% de minimis rate pre-approved by MassDOT. Cost reimbursement criteria must follow federal and state guidelines, ensuring expenses are necessary, properly documented, and consistent with accounting principles.
Applicants may seek technical assistance throughout the process and should prepare to submit the full application, including all required documentation, by November 1, 2024. The funding period extends from January 1, 2025, to June 30, 2026, with budgets reflecting anticipated costs for FY25 and FY26.
