The U.S. Embassy in Buenos Aires, Argentina, through its Public Affairs Section (PAS), has issued the Fiscal Year 2025 Annual Program Statement under the funding opportunity number PAS-AR200-FY25-06. This grant opportunity is designed to support activities that strengthen the ties between the United States and Argentina by promoting mutual understanding and shared values. The available funding is part of the FY25 Smith Mundt Public Diplomacy Funds and will be distributed through grants, fixed amount awards, or cooperative agreements, which may involve substantial involvement from the embassy in project implementation.
This funding initiative focuses on three strategic areas: promoting economic strength, entrepreneurship, and innovation; enhancing good governance, transparency, accountability, and democratic principles; and combatting propaganda and censorship while prioritizing truth. All projects must be conducted exclusively within Argentina and are expected to align with the U.S. Department of State's overarching goal of making America and its people safer, stronger, and more prosperous.
Eligible applicants include not-for-profit organizations, civil society organizations, think tanks, and both public and private educational institutions based either in the United States or Argentina. Individual applicants are not eligible. All organizations must be registered in SAM.gov and have a Unique Entity Identifier (UEI). The funding ranges from a minimum of $25,000 to a maximum of $100,000 per award, with a total available funding pool of $250,000. Approximately ten awards are anticipated, depending on funding levels and proposal budgets. Proposals should have a performance period of 6 to 18 months and should ideally begin around September 30, 2025.
Applicants must submit a comprehensive proposal, including mandatory forms (SF-424 series), a four-page project proposal detailing objectives, methods, timeline, and evaluation plans, a detailed budget narrative, resumes of key personnel, and letters of support from partners. Proposals must be submitted in English and emailed to US-ArgentinaGrants@state.gov no later than June 30, 2025, by 17:00 Argentina time (GMT -3). Applications that do not meet all stated requirements will be deemed ineligible.
Evaluation criteria include the feasibility and quality of the program idea, the applicant’s organizational capacity, alignment with embassy goals, budget reasonableness, visibility and public impact, sustainability, and cost-sharing efforts. Successful applicants will be notified via email, and all award-related expenses can only commence once the grant agreement is fully executed. Award recipients are required to submit regular programmatic and financial reports and may be asked to provide additional data under the Foreign Assistance Data Review (FADR) guidelines.
